MINUTES OF THE MEETING OF THE FINANCE & GENERAL PURPOSES COMMITTEE OF THE COUNCIL HELD ON MONDAY 16th JANUARY 2012 IN THE MERRY BELLS HALL AT 7.30PM

The Clerk informed the meeting that Chairman of the Committee, Cllr Fyffe, had tendered her resignation from the Parish Council. In her absence the Vice-Chairman, Cllr Carr took the chair

i) Minute 116(i) – Sign to toilets on SODC car park. Despite requests to remove this information  SODC had again merely taped over it. Cllr Carr had been in touch again requesting removal.

130.  TO CONSIDER THE PROPOSED YOUTH SHELTER IN CHURCH ROAD RECREATION GROUND

The Clerk tabled a further letter of objection from a resident in Church Road and also a copy of an e-mail from a resident of Templar’s Close that had been sent to the Grants office at SODC. The clerk had also received a telephone call from Angie Paterson, the Caseworker and Aide to John Howell MP asking for background to the subject as a resident had contacted the MP

The clerk further reported that a new quote had been received from Monster Play UK. Total cost (net of VAT) would be £8,190.00; which is made up of Youth Shelter £5,895.00; Installation £900.00: Steel base plate £895.00; Delivery £500.00.

The Chairman of the meeting invited members of the public present to speak to this item especially those who had not attended/spoken at previous meetings or had something new to add. Residents of Gardiners Close expressed their concern over the new youth shelter and the lack of consultation.

131.  TO RECEIVE AN UPDATE ON PROGRESS ON THE PARISH COUNCIL’S BID TO THE OCC BIG SOCIETY FUND FOR YOUTH PROVISION IN THE VILLAGE

Following a meeting with Mr Holman the clerk reported that Mr Holman would send a draft schedule to the Parish Council. It was Agreed not to ask for the Big Society grant from OCC until the Schedule had been seen

Contact would also be made with a Karen Tolley, the Youth Co-ordinator at SODC

132.  TO CONSIDER A PARISH COUNCIL INITIATIVE, INCLUDING FUNDING, FOR THE DIAMOND JUBILEE CELEBRATIONS.

It was agreed that the Chairman of the Council would put a short piece in the Feb/March newsletter asking for ideas and volunteers to help organise events. The Parish Council would provide a small amount of funding depending on the extent of the celebrations

133.   CLERK UPDATE

i) Racist words on Asda bus shelter – no more incidents had been reported.

ii) Christmas tree – the tree and the lights had remained untouched again this year. The parish  Council thanks goes to Mr Roberts of the High for allowing power for the lights to be run from his property

iii) Maintenance of Cullum Road Recreation Ground – Berinsfield Community Business had attended

to the beds etc just before Christmas. Further visits would be made starting in the Spring

12 MATTERS ARISING

i)       Minute 5(1) – Cycle track along London Road – no further action

ii)       Minute 5(2) – Pedestrian Safety measures in Church Road. Noted that our request for costings had been reiterated but the officer dealing with the matter had now left the County Council. Agreed that our request be submitted again emphasising that Church Road was designated as National Cycle Route 57, a designated walking route to school and a County Council Premium Bus Route. The Parish Council should also write to County Councillor Anne Purse and John Howells MP stating the Parish Council’s case. It was further suggested that Jeffs Coaches and Tappins Coaches also be written because they pick up and drop off schoolchildren at the busiest times

iii)       Minute 5(3) – Wheatley Primary School Travel Plan – Noted – To be kept on the Agenda

iv)       Minute 4 – Noise Reduction Measures on the A40. The westbound carriageway, over a short length, had been resurfaced with a much quieter material. But pressure needs to be kept up for both carriages ways to be done

v)       Minute 8(1&2) –Pedestrian access to Asda – following Asda’s planning application for a new foyer, Parish Councillors Dalton and Sprent had written to Asda re the pedestrian access. It was suggested that the Chief Executive of Asda be written to.

13 PROPOSED CHANGE OF THE ENTRANCE TO THE WHEATLEY  CAMPUS OF BROOKES UNIVERSITY

A date for the next meeting with Brookes had been received but they had been told that this was not suitable. Brookes had replied that it may not be possible to have a meeting before a planning application is submitted.

It was agreed that the following dates be offered to Brookes; Monday 11th April; Wednesday 20th April and Thursday 21st April. Brookes should also be told that the Parish Council feel that it is unacceptable for Brookes to offer one date only. At least two dates should have been offered.

14 TO CONSIDER ALTERATIONS TO BELL LANE FOLLOWING THE RECENT PEDESTRIAN/CAR ACCIDENT

Following the letter being sent to residents of Bell Lane with the

suggestion that it be made a cul-de-sac,  a number of replies had been received. Most were in favour of some alteration in priorities but not necessarily the cul-de-sac one. This item to be put on the next F&GP Agenda and councillors to look at the responses received.

15 TO CONSIDER A RESIDENT’S COMPLAINT ABOUT THE VOLUME OF TRAFFIC ON THE LONDON ROAD FOLLOWING RADIO OXFORD’S ANNOUNCEMENT ADVERTISING ASDA PETRO WAS ONE OF THE CHEAPEST IN OXFORD.

The committee appreciated the resident’s concern but felt the matter was not within the Parish Council’s control

16 TO CONSIDER A COMPLAINT FROM PARENTS VIA THE PRIMARY SCHOOL ABOUT THE RESIDENTS PARING THEIR CARS BELOW THE ZEBRA CROSSING ON LITTLE WORTH ROAD

The committee felt that as parking along that stretch of road was not illegal there was no need to act. The danger of prohibiting parking along such roads does tend to increase traffic speed.

VILLAGE JUBILEE CELEBRATIONS

The Parish Council would like to find out from villagers how they would like to celebrate the Queen’s Diamond Jubilee in June; Do you have any ideas? Perhaps your organisation or street already has a plan? The PC is happy to support a celebration but can’t organise it without help!

If you would like to get involved in  a village celebration – that is planning, organising or just helping out, please let me know via the Parish Office.

Mr McKinney, a resident in Mulberry Drive was invited to speak. He said that the present cottages were an eyesore and development should be allowed.

The Committee accepted that the total floor space was not twice the current amount as had been stated at the last meeting but the Committee still found the bulk unsatisfactory and also were not happy with the parking spaces overlooking a listed building. It was Agreed to re-iterate that they Recommend Refusal

71.  NEW PLANNING APPLICATIONS

i) P11/W1651(Minor) 24 Westfield Road. Demolition of existing single storey dwelling and outbuildings and the erection of1 no. 2 bedroom dwelling and 1 no. 3 bedroom dwelling, 1 and a half storeys high.

Mrs Godfrey, 31 park Hill, was allowed to speak to her objection that had been submitted to SODC

Note: SODC were unable to grant the Parish Council an extension of  time to respond to this application so in accordance with Standing Order 47.1(c), in consultation with the Chair of the Planning Committee, and in light of the objections raised by residents the Clerk responded to SODC and Recommended Refusal

The clerk outlined the reasons given for the recommendation:

  • The modern design is out of keeping with and unsympathetic with the surrounding properties and whilst being outside the Wheatley Conservation Area, the site, being up the hill means that it will be visible from the CA
  • The development is overbearing to 31 Park Hill plus the plans seem to indicate that the development at Plot 2 goes right on the boundary with No 31
  • There is also concern over the access to the site especially emergency vehicles and construction vehicles.

The Committee endorsed the action of the Clerk and Chairman

ii)   P11/W1696 (Minor) Asda Stores, London Rd. Proposed entrance lobby to store entrance. Recommend Approval

It was Agreed that the Chairman and clerk write to the Chief Executive of Asda requesting attention be given to pedestrian access from London Road to the store.

iii)   P11/W1490 (Other) 24 Old London Road Alterations to the vehicular

access.- Recommend Approval

iv)   P11/W1849(Major) 64 London Road. Demolition of existing buildings and redevelopment of site to provide 5 x 1 bed and 5 x 2 bed flats served by a new access from Church Road. Parking spaces for 13 cars, refuse and recycling storage, cycle parking and landscaping.

Mr Woolf, 66 London Rd., was invited to speak. He said that he was very much in favour of the development of the site because at the moment it was such an eye sore. He outlined what he saw as the pros and cons of the suggested development as he saw it.

Recommend Refusal – whilst being very much in favour of the redevelopment of the site it was felt that size and bulk of the 3 storey building was inappropriate for the surrounding area.

As the plot lies just outside the Wheatley Conservation Area the size and bulk of the development will be over bearing. The total floor space, ground plus first floor is over twice that of the existing cottages. The amount of car parking provided is inadequate, especially at No.1, which will lead to more on road parking on Mulberry Drive. Also there was concern about the main parking area overlooking a listed building.
