MINUTES OF THE MEETING OF THE TRAFFIC AND ROADS ADVISORY COMMITTEE (TRAC) OF THE PARISH COUNCIL HELD ON WEDNESDAY 30TH MARCH 2011 IN THE PARISH OFFICE AT 7.00 PM
PRESENT: Councillors: M Fyffe (Chairman), J Carr, G Birks, C Sprent (from 7.20pm), R Bell, Reilly. J Coveley & C Dalton (from 7.25pm)
Also present: County Councillor Anne Purse (from 7.30pm)
ANY MEMBER WITH AN INTEREST TO DECLARE IN ANY AGENDA ITEM WAS REMINDED TO DO SO IN ADVANCE OF THE MEETING IN THE BOOK PROVIDED FOR THIS PURPOSE. THERE WERE NO SUCH DECLARATIONS
10 APOLOGIES FOR ABSENCE had been received from Cllrs Messenger and Knapp
11 MINUTES OF THE MEETING OF 14th JUNE 2010 – circulated previously and with this Agenda
12 MATTERS ARISING
i) Minute 5(1) – Cycle track along London Road – no further action
ii) Minute 5(2) – Pedestrian Safety measures in Church Road. Noted that our request for costings had been reiterated but the officer dealing with the matter had now left the County Council. Agreed that our request be submitted again emphasising that Church Road was designated as National Cycle Route 57, a designated walking route to school and a County Council Premium Bus Route. The Parish Council should also write to County Councillor Anne Purse and John Howells MP stating the Parish Council’s case. It was further suggested that Jeffs Coaches and Tappins Coaches also be written because they pick up and drop off schoolchildren at the busiest times
iii) Minute 5(3) – Wheatley Primary School Travel Plan – Noted – To be kept on the Agenda
iv) Minute 4 – Noise Reduction Measures on the A40. The westbound carriageway, over a short length, had been resurfaced with a much quieter material. But pressure needs to be kept up for both carriages ways to be done
v) Minute 8(1&2) –Pedestrian access to Asda – following Asda’s planning application for a new foyer, Parish Councillors Dalton and Sprent had written to Asda re the pedestrian access. It was suggested that the Chief Executive of Asda be written to.
13 PROPOSED CHANGE OF THE ENTRANCE TO THE WHEATLEY CAMPUS OF BROOKES UNIVERSITY
A date for the next meeting with Brookes had been received but they had been told that this was not suitable. Brookes had replied that it may not be possible to have a meeting before a planning application is submitted.
It was agreed that the following dates be offered to Brookes; Monday 11th April; Wednesday 20th April and Thursday 21st April. Brookes should also be told that the Parish Council feel that it is unacceptable for Brookes to offer one date only. At least two dates should have been offered.
14 TO CONSIDER ALTERATIONS TO BELL LANE FOLLOWING THE RECENT PEDESTRIAN/CAR ACCIDENT
Following the letter being sent to residents of Bell Lane with the
suggestion that it be made a cul-de-sac, a number of replies had been received. Most were in favour of some alteration in priorities but not necessarily the cul-de-sac one. This item to be put on the next F&GP Agenda and councillors to look at the responses received.
15 TO CONSIDER A RESIDENT’S COMPLAINT ABOUT THE VOLUME OF TRAFFIC ON THE LONDON ROAD FOLLOWING RADIO OXFORD’S ANNOUNCEMENT ADVERTISING ASDA PETRO WAS ONE OF THE CHEAPEST IN OXFORD.
The committee appreciated the resident’s concern but felt the matter was not within the Parish Council’s control
16 TO CONSIDER A COMPLAINT FROM PARENTS VIA THE PRIMARY SCHOOL ABOUT THE RESIDENTS PARING THEIR CARS BELOW THE ZEBRA CROSSING ON LITTLE WORTH ROAD
The committee felt that as parking along that stretch of road was not illegal there was no need to act. The danger of prohibiting parking along such roads does tend to increase traffic speed.

The Meeting close at 8.28pm
