114. UPDATE ON ITEMS FROM THE MINUTES 19th January 2015
i) Minute 95(i) – New entrance in to Church Road Recreation ground – the clerk expressed concern about the flaking of the mortar on the top of the wall. He would contact the builders.
ii) Minute 95(iii) – Faculty for new bench in Memorial gardens
The Diocesan Advisory Committee would recommend the proposed works, though a faculty would still have to be applied for.
Some doubt had been expressed on the proposed position of the new bench and councillors were asked to suggest a new position or agree the original one.
The council would have to pay attention to the root protection area if the bench was placed too near a tree.
iii) Minute 95(iv) – Handrails at entrance of Memorial Gardens – no progress
iv) Minute 98 – Noticeboards for the village. As promised at the last meeting other firms had been contacted for their prices. However there were no substantial differences in price (some were more expensive) and some firms did not offer the type of noticeboard required.
v) Minute 99 – new bench by Ambrose Rise bus stop – OCC Highways had no objections to the placing of a seat east of the bus shelter

115. TO FORMULATE A VILLAGE EMERGENCY PLAN
i) To report on the progress on the plan – councillors were urged to forward to Cllr Davies names of those villagers who may have useful skills to contribute at a time of emergency
ii) To report on the purchase of two defibrillators for the Holton Pavilions and the centre of the village – The rugby club had paid their share of the cost for the one at the playing fields. The Merry Bells committee had agreed to fund half the cost of the one for the centre of the village.
116. CLERK UPDATE
i) Tree work in Memorial Gardens – report from Tree Care Associates Ltd. A survey had been undertaken in December. Most of the trees were in a satisfactory condition. Only the Japanese and the Rowan need to be considered for replacement. All other trees need to be crown cleaned. This work should be undertaken in 2015. All the tree are within the conservation area and therefore permission of SODC would be needed for any work.
ii) Update of Information Booklet – Cllr Lamont and Tim Blightman are working on a new edition
iii) OALC Training – Roles and Responsibilities – 4th March – £65 – Agreed to send the Assistant Clerk on the course.

118. TO CONSIDER VARIOUS TRAFFIC MATTERS IN THE VILLAGE
i) Bell Lane corner, and other matters
The clerk had contacted Mark Francis and had received assurances re a VAT receipt and on the Parish Council losing its money if the works went over in to a new financial year.
Also the confusion over how many spaces would be lost in Church Road to double yellow lines. It would be two spaces; the third set of double yellow lines would go across the entrance to the Merry Bells car park
ii) Vehicle Activated Devices – it was agreed that the TRAC Committee should decide the exact locations of the devices on Ladder Hill at its next meeting.

  1. TO NOTE THE NEW MINOR HIGHWAYS MAINTENANCE AGENCY AGREEMENT WITH OXFORDSHIRE COUNTY COUNCIL

       Earlier in the year the Parish Council had been notified by the County Council that the amount they paid to the Parish Council for cutting the verges would be halved.

This was the amendment to the Agreement between the County Council and Parish Council that the number of cuts to be paid for would be reduced from 5 to 2 per annum. Cllr Reilly proposed and Cllr Bell seconded that the new agreement be noted. This was Agreed

 

 

  1. TO APPROVE A REVISED BUDGET FOR 2014-15 AND THE 2015-16 BUDGET

 

  1. I) To resolve to approve the Parish Council revised budget for 2014-2015 as recommended by F&GP on 15th December 2014.

Cllr Reilly proposed and Cllr Carr seconded that the revised 2014-2015 budget be approved. This was Agreed unanimously

 

  1. ii) To resolve to approve the Parish Council budget and precept for 2015-2016 as recommended by F&GP on 15th December 2014.

 

The F&GP Committee has recommended that the precept for 2015-16 be £107,923. This increases council tax for Band D properties by 1.9% (£1.18)

 

            Cllr Carr proposed and Cllr Reilly seconded that the budget and precept for 2015-2016 be approved. This was Agreed unanimously

 

 

  1. 86. TO REPORT PROGRESS ON HOUSING FOR THE EXCEPTION SITE NORTH OF LONDON ROAD

       It was reported that Taylor Wimpey had been unable to undertake any surveying work due to the gas main works along London Road.

 

 

  1. TO CONSIDER MATTERS RELATING TO WHEATLEY PARK SPORTSFIELD   MANAGEMENT COMMITTEE
  2. i) To agree the details of the Trust to be set up to manage the Sportsfield at Holton Cllr Dalton proposed and Cllr Carr seconded that the document setting up the Trust be adopted. This was AGREED unanimously
  3. ii) Other matters concerning the Sportsfield Management Committee. Cllr Willmott reported that a new design had been received by the Management Committee and would be considered

      

 

  1. TO REPORT ON PROGRESS ON THE PARISH COUNCIL’S APPLICATION TO REGISTER THE LITTLEWORTH ROAD FIELD AS A VILLAGE GREEN

The period for comment had closed on 5th December There were now about 40 comments overall, including the ones the Parish Council had submitted a year ago.

We now have to wait for the County Solicitors for their release.

 

 

  1. TO REVIEW PROGRESS IN SEARCH FOR LAND FOR A NEW BURIAL GROUND FOR THE VILLAGE.

         Cllr Carr reported that a piece of land had been reported to her. It was Agreed that this should go on a confidential Agenda at the next meeting.

 

 

  1. TO APPOINT A REPRESENTATIVE TO THE NEIGHBOURHOOD ACTION GROUP

      Cllr Davies had expressed an interest after the last Parish Council Meeting. The clerk to contact Cllr Davies

 

 

  1. REPORTS FROM OUTSIDE BODIES
  2. i) The Merry Bells Management Committee – No report
  3. ii) The Howe Trust – the footpath from Littleworth Road to Windmill Lane had been improved.

iii) Thames Valley Police – It was reported that PCSO Ken Cooney had been transferred to another area in South Oxfordshire. The Parish Council paid tribute to him for the 8 years’ service he had given to the village.

 

 

8.25pm – the Chairman declared the Council out of session and invited the County Councillor, District Councillors and members of the public to speak.

 

Cty Cllr Anne Purse – the suggestion that a relief road for the A34 be built from around Abingdon to junction 8 of the M40 had been raised by some County Councillors.

                 She also reported that London Road, Wheatley was not earmarked for resurfacing until the financial year 2016-17

 

Roger Bettess (on behalf of the flood group) – a meeting had been held at the sewage pumping station on London Road where Thames Water had been challenged over the number of times untreated sewage had been discharged into the stream that runs along the south side of London Road towards Asda.

                 He also reported that at present there was no progress in sourcing land to use as a holding pen for water from the fields around Shotover.

The Council thanked Mr Bettess for his hard work and vigilance on this issue.

 

Mr Roy Gordon, Church Road – questioned the impact of 50 extra houses on the village

 

 

Mrs Freda Duckmanton, Morland Close – also questioned whether the Wheatley infrastructure especially sewerage facilities could cope with the extra houses. The Chairman replied that SODC had looked at the issue of infrastructure and had come to the conclusion that it was satisfactory.

 

 

Mr Tim Davies, High Street – urged that a strategic view on traffic issues should be taken and that the issue of a Neighbourhood Plan be revisited.

 

 

 

District Cllr Roger Bell – Civil Parking Enforcement. He reminded those present that the Parish Council had been asked to comment on and indicate its initial support to the officers at SODC. This was referred to in the Parish Council meeting on 4th November.

                 He subsequently reported, in the most recent issue of the Newsletter, that at the Town and Parish Forum at SODC later in November, officers reported that the prospects for the introduction of such a scheme were not looking very promising in the immediate future. This was because Council leaders in all the districts and the county council were not very keen. These are all councils where the majority of their members cover largely rural areas where the problems are not so great. The pressure in SODC has come from the towns, such as Henley, Thame and Didcot and some of the larger villages which are not so controlled.

He was therefore extremely annoyed that in the agenda of the Traffic Action Group issued yesterday for a meeting next Monday this parish council is being accused of deliberately trying to disguise the issue as unlikely to happen. This council has not been involved in any way since responding to the initial request back in October. As one of your District Councillors he had simply reported the facts as they were made public in mid-November.

Other issues – we are still awaiting the results of the housing consultation held in the summer and the budget process and Council Tax decisions get into full swing later this month.

iii) Minute 15(iv) – Land by old toilet block – following OCC’s response that their footway was not wide enough for the corner to be altered it was suggested that further search be made to attempt to find out the ownership of the land between the old SODC toilet block and the highway’s land

51. TO CONSIDER THE PROBLEM OF SPEEDING VEHICLES IN THE VILLAGE
Location and cost of Vehicle Activated Signs
OCC Highways have no objection to the suggested signs on London Road and at the top of Ladder Hill but had said it was unusual to have a sign for vehicles travelling uphill along a heavily traffic calmed road which would apply to a sign at the bottom of Ladder Hill, facing north.
The F&GP Committee on 15th December had agreed that ‘ three vehicle activated devices be purchased. Two for London Road… One for Ladder Hill to be located near the Plant centre for vehicles travelling north’.
Cllr Birks proposed and Cllr Lamont seconded that the F&GP decision be rescinded. This was Agreed by 7 votes in favour and none against with one abstention
The clerk reminded the committee that this could only be done at full council and in accordance with the procedure laid out in Standing Order 39
52. PEDESTRIAN CROSSING AT JUNCTION OF STATION ROAD AND HIGH STREET. No response from Oxfordshire Highways as yet
53. TO CONSIDER THE SAFETY CONCERNS FOR PEDESTRIANS AT THE PARK HILL/LONDON ROAD PEDESTRIAN CROSSINGS. No news of the proposed safety audit as yet
54. TO REPORT ON PROGRESS IN THE ALTERATIONS TO THE BELL LANE/ STATION ROAD JUNCTION
The clerk would contact OCC about starting the work.
55. TO REPORT ON PROGRESS ON THE EXTENSION OF YELLOW LINES ON SOUTH SIDE OF CHURCH ROAD BETWEEN FRIDAY LANE AND HOLLOWAY ROAD. The clerk to speak to Mark Francis (OCC)
56. TO NOTE THE CLOSURE OF FRIDAY LANE FOR UP TO FIVE MONTHS – Noted
Cllr Carr requested that the County Council place a sign on Crown Road warning of the lack of a footpath along Crown Road.
57. TO CONSIDER REQUESTING DROPPED KERBS AT THE TRIANGLE JUNCTION
An e-mail had been received from relatives of a resident in the Triangle Nursing Home about the lack of ‘dropped kerbs’ along London Road and Old London Road. The County Council would charge £2,500 for a ‘pair’. The Clerk to write to the business in the vicinity to see if they would pay for dropped kerbs at their entrances.
58. REQUEST FOR DISABLED PARKING OUTSIDE THE CHEMIST
The committee re-iterated its decision not to request a disabled parking space outside the chemist

98. TO CONSIDER THE PURCHASE OF NEW NOTICEBOARDS FOR THE VILLAGE
Examples of types and costs of suggested noticeboards had been circulated.
The one at the Parish Office and the ones at the vets on Roman Road and at Littleworth Green to be replaced. A new lockable one to be located on the old SODC toilet block land and at the western junction of London Road and Old London Road.
The clerk to look again at prices though it was hoped that up to 50% of the cost would come from a grant from SODC..
99. TO CONSIDER RE-SITING OF SEAT AT AMBROSE RISE WEST BOUND BUS STOP –
It was Agreed to purchase a new seat to be installed to the east of the bus shelter

i) SODC – 2015 election costs – SODC had published a list of costs which showed that the cost for Wheatley could be £4,000. The deadline for nominations to be at SODC by 4pm on 9th April. The Parish Council AGM would be Monday18th May
ii) Tree work in Memorial Gardens and St Mary’s Close – permission had been granted by SODC for work to take place
iii) Future of Oxford Brooke Wheatley Campus – Brookes University had announced that operations at the Wheatley Campus would cease by 2020/2021.The next Residents’ Association meeting will be on Tuesday 3rd March which would include a presentation on and discussion of the University’s estate investment plan
iv) Update of Information Booklet – it was Agreed to ask Tim Blightman, the Merry Bells Treasurer, to see if he would take the lead. Cllr Lamont would be willing to help.

Cllr Birks proposed and Cllr Lamont seconded that a fourth Vehicle Activated Device be purchased (cost £2,824.70 ex VAT) to be located at the bottom of Ladder Hill facing north. This was Agreed unanimously.

As part of the Better Broadband for Oxfordshire programme, a fibre-enabled cabinet is now live and ready to take orders in the Wheatley.

In Wheatley this will mean that:

• 218 residents and businesses will be enabled for Wheatley Cabinet 2
• 96 residents and businesses will be enabled for Wheatley Cabinet 3

The residents and businesses will be able to request upgrades to fibre-enabled broadband from a range of Internet Service Providers (ISPs). In most cases this means that residents can select a product offering download speeds above 24Mb/s following infrastructure upgrades made via Better Broadband for Oxfordshire.

The aim of the £30m programme, funded by Oxfordshire County Council, South Oxford District Council, Broadband Delivery UK (BDUK) and BT, is to provide access to fibre-enabled broadband where this is not commercially viable without public sector investment.

36. MINUTES OF THE MEETING OF 15th OCTOBER 2014 which had been circulated previously were signed as a correct and accurate record with the following amendment:
Minute 28, penultimate line – insert spoken’ between ‘having ‘and ‘to’.
37. UPDATE ON MINUTES OF 15TH OCTOBER 2014
i) Minute 24(i) – Footway around the Roundhouse and new entrance in to recreation ground. The work to the wall had been completed and the installation of the gate was awaited. The double yellow lines had still not been repainted. The clerk to write to the Area Steward.
ii) Minute 24 (ii) – Vehicle speed and Volume measurement – The figures had been circulated but councillors felt that some of the statistics were confusing. The clerk had received, since the agenda went out, a second more complete set. He would send these to Cllr Reilly
iii) Minute 15(iv) – Land by old toilet block. Mark Francis had written to the council stating that “With regard to the extending the highway on the corner of the access road adjacent to the shops in the High Street, I have looked at our definitive maps and it looks as though the extent of public highway is only a footway width so I regret that this would not be possible.” The council to try other methods to ascertain ownership of the land on the corner of the junction
iv) Minute 31 – correspondence with High Street resident re collision with property by a HGV. Unfortunately OCC Trading Standards had written to say that they “currently have limited resources for weight restriction enforcement work.
One thing that would assist us greatly would be for you to provide us with evidence of potential breaches.”
It was agreed that a request be put in the newsletter for residents to take photographs, registration numbers and lorry firm names and report either to OCC Trading Standards or the Parish Council.

38. TO CONSIDER THE PROBLEM OF SPEEDING VEHICLES IN THE VILLAGE
Location and cost of Vehicle Activated Signs
The following locations have been suggested:
1) The post at the top of Ladder Hill Northbound into the village. Number is obliterated but it is just before the downward incline and currently has our Police speeding area sign attached.
2) Bottom of ladder hill going south (Uphill) either one of two posts numbers 9 & 10 which are opposite the entrance to Howe Close. Both these would require vegetation to be cut back. Number 9 is probably best because there is another sign just in front of No 10.
3) London Road east bound No 3 which is opposite the end of St Mary’s close
4) London Road westbound from Asda, No 36 which is located outside Wheatley car centre

Mr Francis (OCC) had said that locations 1, 3 & 4 looked fine. However referring to location 2 he had written:” it is unusual to install a VAS for traffic exiting a village (especially uphill and heavily traffic calmed), I would suggest that it should be installed on lamp column 6 and be for northbound traffic, this would then cover the turning into Bell Lane.”
The committee however were not convinced and would look at the traffic statistics.
The clerk would contact OCC lighting department to find out the costs involved.
39. PEDESTRIAN CROSSING AT JUNCTION OF STATION ROAD AND HIGH STREET.
Mr Francis had replied to the Parish Council that he would prefer to look at the possibility of a crossing in Station Road at the same time he attended the safety audit reported in Minute 40 (below)
40. TO CONSIDER THE SAFETY CONCERNS FOR PEDESTRIANS AT THE PARK HILL/LONDON
ROAD PEDESTRIAN CROSSINGS
Mr Francis (OCC) had informed the council that there was to be a formal safety audit carried out on behalf of the developer. Mr Kirkwood (OCC) and Mr Francis had asked to attend the audit.
41. TO REPORT ON PROGRESS IN THE ALTERATIONS TO THE BELL LANE/ STATION ROAD JUNCTION
A query was raised on exactly where the dropped kerbs would be it was hoped that they would ‘naturally’ lead pedestrians in to the Memorial Gardens.

42. TO REPORT ON PROGRESS ON THE EXTENSION OF YELLOW LINES ON SOUTH SIDE OF CHURCH ROAD BETWEEN FRIDAY LANE AND HOLLOWAY ROAD.
Mark Francis (OCC Highways Engineer)was under the impression that 3 lengths of double yellow lines would be installed. But the clerk’s and other councillors present at the site meeting believed that only two lengths had been requested.
43. TO CONSIDER REQUESTING A DISABLED PARKING SPACE OUTSIDE THE CO-OP PHARMACY ON THE HIGH STREET
It was Agreed not to proceed with this proposal at this time.

76. TO CONSIDER A REVISED BUDGET FOR 2014-15 AND THE 2015-2016 BUDGET

(i) To recommend to full council a revised budget for 2014-2015
It was AGREED to recommend to full council, the revised budget for 2014-2015, as circulated,.
(ii) To recommend to full council a precept and budget for 2015-2016
It was agreed that £2,000be added to the budget for improvement to the Farm Close Road Recreation Ground.
SODC recommends that the Parish Council’s Council Tax is calculated by band ‘D’ property which for 2014-2015 was £62.54. Cllr Bell recommended and Cllr Carr seconded that this figure be increased by 1.9% to £63.72. This was AGREED unanimously.
As the Tax Base (calculated by SODC) risen from 1,611.4 to 1,693.7, the precept resulting from band ‘D’’ of £63.72 would be £107,922.56 (up from £100,782.00).
Despite this increase, to meet the estimated net expenditure for 2015-16, the Parish Council’s would be contributing £36,000 from its reserves

77. TO FORMULATE A VILLAGE EMERGENCY PLAN
i) To report on the progress on the plan. Cllr Davies spoke to the latest draft of the Emergency Plan which was circulated to the committee. . She said the next steps are to flesh out the names and contact details of the people in the ‘Local Skills and Resources, Identified Community Meeting Points and Helping vulnerable people and communities’ sections. She asked councillors for any names and addresses of ‘useful’ people. The committee thanked her for the worked she had put into the plan.
ii) To report on the purchase of two defibrillators for the Holton Pavilions and the centre of the village.
The one for the pavilions had arrived. A 10 year maintenance had been purchased for an extra £300. Total cost £1,155.00, to be met jointly by the Rugby Club and the Sportsfield management Committee
The one for the centre of the village, including the cabinet, would cost £1,993. The Merry Bells Committee would pay 50% and allow it to placed on their wall. Planning Permission had to be ascertained.

78. TO CONSIDER THE NEXT STEPS IN THE VILLAGE GREEN APPLICATION
As the 5th December deadline had passed Cllr Lamont had spoken to the County Council and had been informed that40 comments in total had now been received. These would be sent on to the solicitors.
Cllr Willmott had heard via the Wheatley CAG, who had asked the two academies to install solar panels. Wheatley Park was going ahead but the Primary School Academy would not proceeding because i) they were a fire risk and ii) the Diocese within 10 years wishes to develop the site.

80. i) TO REQUEST A FACULTY FROM THE CHURCH DIOCESE TO PLACE A SEAT IN THE MEMORIAL GARDENS AT THE REQUEST OF THE WHEATLEY SOCIETY/ROYAL BRITISH LEGION
Details of the seat and location had been submitted to the Diocese for comments. The Faculty had yet to be applied for. Following a survey of the trees in the Memorial Gardens it had been pointed out that the Root Protection Area survey should be made before the seat was installed.
ii) TO CONSIDER A REQUEST FOR A HANDRAIL ON THE STEPS FROM THE HIGH STREET
It was agreed that handrails going up at a diagonal at the corners would be preferable. The question of Planning Permission or not had now to be addressed.

82. TO CONSIDER A NEW EDITOR FOR THE WHEATLEY NEWSLETTER FOLLOWING DR WATSON’S RELINQUISHMENT OF THE POST
Jim Watson had written to the Clerk and Chairman saying that after 10 years he wished to relinquish the post of Editor of the Wheatley Newsletter. His last issue would be February/March 2015.
It was agreed to ask the Assistant clerk if she might wish to take the role on, on the same terms as the current editor i.e. a fixed sum for each issue.

Cllr Stephens proposed, that as the Committee had only agreed that up to £10,000 be spent, “Three Vehicle Activated Devices be purchased. Two for London Road in the locations already agreed. One for Ladder Hill to be located near The Plant Centre for vehicles travelling north.”

This was AGREED by six votes in favour with none against and one abstention
