Notice of Temporary Traffic Order

Wheatley, Ladder Hill

Prohibition of Through Traffic

Date of Order: 19 September 2016

Coming into force: 26 September 2016

 

This Order is being introduced because of sewer repair works which are anticipated to take 3 weeks to complete. The effect of the Order is to temporarily prohibit any vehicle proceeding or waiting in that length of Ladder Hill from Windmill Lane to Kelham Hall Drive.

Appropriate traffic signs will be displayed to indicate when the measures are in force. Exemptions are included for emergency services and for the works and for access to premises which are only accessible from the closed section of road.

The alternative route for local traffic is via Station Road, Littleworth Road, Gidley Way, Cuddesdon Road and vice versa. The diversionary route for HGV’s is via the B480, A4142, A40 and vice versa.

This Order will remain in force for a maximum period of 18 months or until the works have been completed whichever is the sooner.

MINUTES OF THE MEETING OF THE TRAFFIC AND ROADS ADVISORY COMMITTEE (TRAC) OF THE PARISH COUNCIL HELD ON WEDNESDAY 18th FEBRUARY 2015 IN THE MERRY BELLS HALL AT 7.30 PM

  1. MINUTES OF THE MEETING OF 7th January 2015 – which had been circulated previously were signed as a correct and accurate record

 

 

  1. UPDATE ON MINUTES OF 27th January 2015
  2. i) Minute 50(i) – Footway around the Roundhouse and new entrance in to recreation ground – The double yellow lines around the corner had still not been re-instated
  3. ii) Minute 50(iii) – Land by old toilet block. OCC Highways had responded saying that it would not be possible to extend the corner because according to their definitive maps the extent of the public highway is only a footpath width.

The clerk reported that between 2006 and 2009 the Parish Council had attempted to take adverse possession of the land in front of the old toilet block.

At the Parish Council meeting of May 2009 a letter from Mr Barnatt (the Parish Council’s solicitor at the time) was read suggesting that before he sent the additional £190 cheque to the Land Registry the Parish Council might like to consider a recent not dissimilar case where the land Registry had refused adverse possession.

It had been agreed to discontinue our claim through Mr Barnatt and tell him not to send the £190 to the Land Registry.

It was AGREED that this matter be placed on the next F&GP Agenda

  • iii) Minute 58 – Disabled parking space outside the chemists – an e-mail from a resident, stating that a disabled parking space was not necessary as those displaying a disabled person badge could park on double yellow lines.

 

 

  1. TO CONSIDER THE COST AND LOCATION OF VEHICLE ACTIVATED SIGNS

The Finance and general Purposes Committee at its January meeting agreed to fund a fourth VAS to be located at the bottom of Ladder Hill (facing north).

It was Agreed that the signs on Ladder Hill should be attached to:

  1. i) The post at the top of Ladder Hill Northbound into the village. Number is obliterated but it is just before the downward incline and currently has our Police speeding area sign attached and
  2. ii) Bottom of Ladder Hill going south (Uphill) on post numbers 9 which is opposite the entrance to Howe Close.

 

 

  1. TO CONSIDER OXFORDSHIRE COUNTY COUNCIL’S CONSULTATION ON

             THE LOCAL TRANSPORT PLAN 4.

OCC has opened consultation on the draft of Connecting Oxfordshire, the new Local Transport Plan for Oxfordshire. You can access the consultation by following the links on the Connecting Oxfordshire web page: www.oxfordshire.gov.uk/connectingoxfordshire

 

The Connecting Oxfordshire policies and strategies are presented in several volumes. Their contents are outlined on the consultation web page, and are summarised briefly below:

 

  • Volume 1 describes the overarching policies and objectives for the development of transport in Oxfordshire until 2031
  • Volume 2.1 is the Oxford Transport Strategy
  • Volume 2.2 are area strategies for locations that we have identified as areas likely to be affected by growth as a result of the new Oxfordshire Strategic Economic Plan
  • Volume 3 is the Science Transit plan, which looks at how we can work with industry and researchers in Oxfordshire to develop new, future ideas for improving transport
  • Volume 4 contains our strategies for cycling, freight and bus transport across Oxfordshire.
  • Volume 5 is the Environmental Report containing an assessment of the potential environmental impact of implementing our proposed strategies.

 

It was AGREED that a review of the paths and cycle routes through the village should be reviewed. This to be placed on the next TRAC agenda.

 

 

  1. TO CONSIDER THE SAFETY CONCERNS FOR PEDESTRIANS AT THE PARK HILL/LONDON ROAD PEDESTRIAN CROSSINGS

Mr Francis had responded in January that Further to the site meeting in July 2014, a further meeting at the site took place in December 2014 which was attended by the developer’s consultants, a representative of Thames Valley Police, myself and Anthony Kirkwood to review safety at the site. No specific safety issues were identified at this meeting, the site has been closely monitored following the installation of the crossings and no injury accidents have been reported.

 

We appreciate the Parish Councils concerns and propose to install pedestrian crossing warning signs on the approaches to the crossing from both the London Road direction and Holton direction, these should be installed in the near future. We will continue to monitor the site but unfortunately we have no funding available for further measures at this time”.

 

The committee was disappointed with this response. Councillors were under the impression that they would be invited to this meeting and weren’t. The Parish Council should put pressure on the Highways to make sure that the signs promised were actually installed. The suggestions made re improving site lines should again be pressed for. Brookes University said that they would undertake a review of the scheme. The County should be asked if that review has taken place and if it hasn’t are they going to undertake it.

 

 

  1. PEDESTRIAN CROSSING AT JUNCTION OF STATION ROAD AND HIGH STREET.

               In his e-mail of January 2015 Mr Francis went on to say “Tony and I have also visited the proposed pedestrian crossing site in Station Road, we considered there to be significant site constraints which would make the installation of a crossing at this location extremely difficult, I have researched the personal injury accident history at this location and can confirm that there have been no such accidents within the last five years.”

                 The committee was again disappointed with the County Council’s response. It was agreed that a letter should be sent thanking them for their response but stating that the Parish Council does not accept their reasoning and they believe that this is a dangerous crossing point for pedestrians making their way to the Primary school and to the shops.

 

 

 

  1. TO REPORT ON PROGRESS IN THE ALTERATIONS TO THE BELL LANE/ STATION ROAD JUNCTION

       The F&GP committee had agreed the new price for the alterations to the corner. It would now cost £5,049.99 net of VAT.

The clerk had been assured by Mark Francis that a VAT receipt would sent when the Parish Council’s check was received and the money would not be lost should he work continue in to the next financial year.

 

 

  1. TO REPORT ON PROGRESS ON THE EXTENSION OF YELLOW LINES ON THE SOUTH SIDE OF CHURCH ROAD BETWEEN FRIDAY LANE AND HOLLOWAY ROAD.

       The clerk had spoken to Mark Francis (OCC Highways) and between them they had agreed that there would be three additional stretches of double yellow lines – one would be across the entrance to the Merry Bells car park and the remaining two would remove two car parking spaces. This would allow buses to pull in to the left to avoid oncoming traffic. Mr Francis was about to apply for Traffic Order.

 

 

  1. TO CONSIDER THE CLOSURE OF FRIDAY LANE FOR UP TO FIVE MONTHS

The closure of this road was causing a great deal of unrest amongst residents in the

east end of the village who lived along the diversion route and High Street traders

who had lost a substantial amount of trade. Councillors and residents had been pressing for better signage to warn motorists of the pedestrians along the stretch of Crown Road without a pavement and even to rescind the road closure. County Councillor Nimmo-Smith (Cabinet Member for Transport) and Mr Peter Ronald (OCC Highways Officer) had paid site visits in recent days to see for themselves.

 

 

  1. TO CONSIDER THE RECENT IMPLICATIONS OF THE ROAD WORKS ON LONDON ROAD (WEST)

       On Monday 9th Feb the traffic lights were moved to the junction of London Road and Holloway Road. These caused gridlock in Wheatley on Monday evening and again on the Tuesday morning with tailbacks on to the A40. The clerk contacted the Highways Department to report the matter. In the meantime Wheatley Park School reported that parents stuck on the A40 were letting their children out to walk to school

It is understood that OCC did send somebody out to investigate and the delays had not been as serious since. The work would be continuing for two more weeks or so.

37. UPDATE ON MINUTES OF 15TH OCTOBER 2014
i) Minute 24(i) – Footway around the Roundhouse and new entrance in to recreation ground. The work to the wall had been completed and the installation of the gate was awaited. The double yellow lines had still not been repainted. The clerk to write to the Area Steward.
ii) Minute 24 (ii) – Vehicle speed and Volume measurement – The figures had been circulated but councillors felt that some of the statistics were confusing. The clerk had received, since the agenda went out, a second more complete set. He would send these to Cllr Reilly
iii) Minute 15(iv) – Land by old toilet block. Mark Francis had written to the council stating that “With regard to the extending the highway on the corner of the access road adjacent to the shops in the High Street, I have looked at our definitive maps and it looks as though the extent of public highway is only a footway width so I regret that this would not be possible.” The council to try other methods to ascertain ownership of the land on the corner of the junction
iv) Minute 31 – correspondence with High Street resident re collision with property by a HGV. Unfortunately OCC Trading Standards had written to say that they “currently have limited resources for weight restriction enforcement work.
One thing that would assist us greatly would be for you to provide us with evidence of potential breaches.”
It was agreed that a request be put in the newsletter for residents to take photographs, registration numbers and lorry firm names and report either to OCC Trading Standards or the Parish Council.

38. TO CONSIDER THE PROBLEM OF SPEEDING VEHICLES IN THE VILLAGE
Location and cost of Vehicle Activated Signs
The following locations have been suggested:
1) The post at the top of Ladder Hill Northbound into the village. Number is obliterated but it is just before the downward incline and currently has our Police speeding area sign attached.
2) Bottom of ladder hill going south (Uphill) either one of two posts numbers 9 & 10 which are opposite the entrance to Howe Close. Both these would require vegetation to be cut back. Number 9 is probably best because there is another sign just in front of No 10.
3) London Road east bound No 3 which is opposite the end of St Mary’s close
4) London Road westbound from Asda, No 36 which is located outside Wheatley car centre

Mr Francis (OCC) had said that locations 1, 3 & 4 looked fine. However referring to location 2 he had written:” it is unusual to install a VAS for traffic exiting a village (especially uphill and heavily traffic calmed), I would suggest that it should be installed on lamp column 6 and be for northbound traffic, this would then cover the turning into Bell Lane.”
The committee however were not convinced and would look at the traffic statistics.
The clerk would contact OCC lighting department to find out the costs involved.
39. PEDESTRIAN CROSSING AT JUNCTION OF STATION ROAD AND HIGH STREET.
Mr Francis had replied to the Parish Council that he would prefer to look at the possibility of a crossing in Station Road at the same time he attended the safety audit reported in Minute 40 (below)
40. TO CONSIDER THE SAFETY CONCERNS FOR PEDESTRIANS AT THE PARK HILL/LONDON
ROAD PEDESTRIAN CROSSINGS
Mr Francis (OCC) had informed the council that there was to be a formal safety audit carried out on behalf of the developer. Mr Kirkwood (OCC) and Mr Francis had asked to attend the audit.
41. TO REPORT ON PROGRESS IN THE ALTERATIONS TO THE BELL LANE/ STATION ROAD JUNCTION
A query was raised on exactly where the dropped kerbs would be it was hoped that they would ‘naturally’ lead pedestrians in to the Memorial Gardens.

42. TO REPORT ON PROGRESS ON THE EXTENSION OF YELLOW LINES ON SOUTH SIDE OF CHURCH ROAD BETWEEN FRIDAY LANE AND HOLLOWAY ROAD.
Mark Francis (OCC Highways Engineer)was under the impression that 3 lengths of double yellow lines would be installed. But the clerk’s and other councillors present at the site meeting believed that only two lengths had been requested.
43. TO CONSIDER REQUESTING A DISABLED PARKING SPACE OUTSIDE THE CO-OP PHARMACY ON THE HIGH STREET
It was Agreed not to proceed with this proposal at this time.

44. TO REPORT ON TRAFFIC VOLUME COUNT TAKING PLACE ACROSS THE VILLAGE

45. TO CONSIDER ACTION ON WEIGHT RESTRICTION VIOLATIONS AS SUGGESTED BY OCC TRADING STANDARDS.
46. DATE OF NEXT MEETING – Wednesday 7th January 2015

The following information has been received from Oxfordshire County Council.

A request has been received from Beebann Contracts LTD for a temporary road closure and temporary suspension of one way to apply to Friday Lane whilst essential construction works are carried out.

A Temporary Traffic Regulation Order (TTRO) is being made to implement the temporary closure and temporary suspension of one way and will operate from 5 January 2015. The estimated duration of the works is 5 months.

Access will be maintained for emergency service vehicles and for those frontages within the closure area, subject to the progress of the works. Please note that access routes will depend on exactly where the works vehicles are at any time and may need to be negotiated with the gang on site as necessary.

The TTRO and a copy of the drawing showing the extent of the closure and also the alternative routes for traffic are included below.

This order is being introduced because of construction work at 3 Friday Lane, Wheatley which is anticipated to take 5 months to complete.
The effect of the order, at times when appropriate traffic signs are displayed is to temporarily prohibit through traffic proceeding in Friday Lane.
Exemptions are included for police, fire and ambulance services and for the works and for access to premises which are only accessible from the closed section of road.
The alternative through route is clockwise from Station Road, to High Street (west), and Church Road.
The relevant provisions of the Oxfordshire County Council (Wheatley) (One-Way Traffic and Prohibition and Restriction of Waiting) Order 1975 (as amended will be suspended for the duration of the closure to allow only access to Friday Lane properties.
This Order will remain in force for a maximum period of 18 months or until the works have been completed whichever is the sooner.

24.  UPDATE ON MINUTES

i)        Minute 15(i) – Footway around the Roundhouse and new entrance in to recreation ground. The yellow line had still not been replaced. The contract for the new entrance had been awarded. But no start date had been announced.

ii)        Minute 15(ii) Vehicle speed and Volume measurement. It was understood that these had been carried out and the result were awaited. There was disquiet over the locations of where the measurements had been taken which were not where the Parish Council had requested them.. The feeling was that where the measurements had been taken would give a false measure of the actual speed achieved by the vehicles and this was a deliberate attempt by the Highways department to show that speed was not an issue.. The clerk to write to the Area Steward asking for the location of the measuring devices and the rationale of those locations.

iii)        Minute 15(iii) – Use of TVP’s Speed Indicator Device. It was not intended to use the device again

iv)        Minute 15(iv) – Land by old toilet block. No plans had been received from Mr Francis. The clerk to follow up.

25.  TO CONSIDER THE PROBLEM OF SPEEDING VEHICLES IN THE VILLAGE

Location and cost of Vehicle Activated Signs

Ladder Hill – one at the top facing south(up) and one by Kelham Hall Drive facing   north (down)

London Road – one east of Morland Close facing west and one by the Avenue facing east

Nearest lamppost numbers to be ascertained

26. PEDESTRIAN CROSSING AT JUNCTION OF STATION ROAD AND HIGH STREET.

The clerk had circulated a survey undertaken by Cllr Dalton at the junction between8.15am and 8.45am on two weekday mornings. Following the request to Mr Francis (OCC) his reply had been ‘I am happy to look at the feasibility of a crossing but again I regret that I will not be able to provide a price for the works’

It was suggested that Mr Francis make a site visit at the same time as he comes out to look at the zebra crossing outside Morland House.

27. TO CONSIDER THE SAFETY CONCERNS FOR PEDESTRIANS AT THE PARK HILL/LONDON ROAD PEDESTRIAN CROSSINGS

A site meeting was to be held with Mr Kirkwood and Mr Francis (OCC Highways)

28. TO CONSIDER ALTERATIONS TO THE BELL LANE /STATION ROAD JUNCTION

Mr Francis had written to the Parish Council saying that “Unfortunately it appears that I am no longer able to obtain quotations for works from Skanska without paying them for the time it takes them to carry out the walk & talk and then the time to formulate the quotation….. I am not able to fund this” Cllr Lamont had written back asking if there was any way that he would be able to indicate a rough ball park figure. Mr Francis had replied that having spoken to OCC’s commercial delivery manager, Skanska will now provide a quotation or Bell Lane

29. TO CONSIDER THE RESULT OF THE INFORMAL CONSULTATION THE PARISH COUNCIL CARRIED OUT WITH RESIDENTS ON CHURCH ROAD RE THE EXTENSION OF THE YELLOW LINES ON THE SOUTH SIDED BETWEEN FRIDAY LANE AND HOLLOWAY ROAD

Given the responses, if the County Council went to formal consultation and objections were received then the matter would be referred to the cabinet for a final decision.

Agreed that this be taken to full council for a decision on whether to go ahead and ask for the lines to be installed.

30. TO CONSIDER REQUESTING A DISABLED PARKING SPACE OUTSIDE THE  CO-OP PHARMACY ON THE HIGH STREET

Cllr Carr pointed out that a number of residents had complained that there was no ‘Disabled Parking’ space in the vicinity of the Co-op pharmacy on the High Street. It was agreed that Councillors would look for a suitable location and come back to the next TRAC Committee.

31. TO CONSIDER CORRESPONDENCE ON BEHALF OF A HIGH STREET RESIDENT RE  DAMAGE TO PROPERTY CAUSED BY VEHICLES TURNING RIGHT INTO THE HIGH STREET FROM STATION ROAD

An e-mail from the owner of a High Street house was read out. The house had been struck twice in 2014 by lorries turning right from Station Road in to the High Street. The e-mail suggested that the cycle racks and build out outside Taylors be removed and/or vehicle be encouraged to use Farm Close Road/Beech Road/Jackies Lane/Roman Road/Leyshon Road//Ambrose Rise to get to London Road.

The committee whilst sympathising with the owner it was not prepared to remove the build out as it was a pedestrian safety measure or send vehicles, especially lorries, along the route suggested as this has roads at least as difficult as the High Street.

32. TO CONSIDER A FORMAL REQUEST TO OXFORDSHIRE COUNTY COUNCIL (HIGHWAYS) TO REVIEW THE EXISTING TRAFFIC MEASURES ON LADDER HILL.

After a discussion on the matter it was decided not to proceed with such a request at this moment in time.

15. UPDATE ON MINUTES OF 1ST JULY

i)        Minute 6(i) – Footway around the Roundhouse – the double yellow lines had still not been reinstated.

Tender requests had gone out to 3 companies asking them to tender for the new entrance.

ii)        Minute 6(ii) Vehicle speed and Volume measurement – expected to take place in September.

iii)        Minute 6(iii) – Use of TVP’s Speed Indicator Device. This had been taken out on a couple of occasions.

iv)        Minute 8 – Land by the old toilet block – Mark Francis (OCC) would produce a plan reshaping the corner so it would be easier for vehicles to reverse out.

16.  TO CONSIDER THE PROBLEM OF SPEEDING VEHICLES IN THE VILLAGE

Cllrs Reilly and Davies would look for possible location for Vehicle Activated Devices.

It was noted that two such devices had been installed in Horspath. They had been funded by Cllr Purses ‘localism’ budget. She reported that the cost was around £4,000 each. The particular road chosen was because of a number of fatal/serious accidents that had taken place over recent years.

17. PEDESTRIAN CROSSING ON LADDER HILL BY THE CO-OP.

Mark Francis (OCC) at the site meeting with councillors, pointed that there was only one location that was possible (outside the bungalow below the co-op) and that could lead to difficulties for mobility scooters and in his view, given the number of entrances, on to Station Road at that point, could lead to more hazards than without a crossing

The suggestion was made that could a crossing be placed at the bottom of Station Road, outside Taylors, where the pavement on both sides of the road was much wider. The clerk to ask Mr Francis for his view.

18.  TO CONSIDER ALTERATIONS TO THE BELL LANE /STATION ROAD JUNCTION

The council is still awaiting Mr Francis’s design for the corner. If the design was approved by the Parish Council then he would do a detailed design and costing.

In the vote that followed Cllr Davies received 2 votes and Cllr Reilly received 6 votes

Cllr Reilly was therefore declared Chairman of the Committee.

He paid tribute to the work that Cllr Birks had done in her time as Chairman of the Committee

i)        Minute 31(ii) – Footway around the Roundhouse

SODC had promised that the yellow lines would be reinstated

None of the 3 companies asked to tender to provide the new entrance had replied by the deadline given

ii)        Minute 31iii) Vehicle speed and Volume measurement

Following a further request from the Clerk, the Area Steward said that arrangements would be put in place for September when the schools and Brookes University had returned.

iii)        Minute 31(iv) – Use of TVP’s Speed Indicator Device.

Cllr Lamont reported that the SID was now repaired and he was looking for volunteers for the new dates

It was agreed that TVP be asked to undertake a high visibility speed check operation across the village.

iv)     Minute 31(v) – Clerk to contact Gavan Ring re the hedge on Church Rd.

v)     Minute 33 – SODC Civil Parking enforcement – Cllr Carr to contact the officers concerned

7.  TO CONSIDER THE PROBLEM OF SPEEDING VEHICLES IN THE VILLAGE

Vehicle Activated DevicesCllrs Reilly and Davies would investigate suitable locations.

8. PEDESTRIAN CROSSING ON LADDER HILL BY THE CO-OP.

Following discussion it was Agreed to write to OCC Highway stating that the Parish   council requires a pedestrian crossing, on the grounds of safety. In the vicinity of the

Co-op store on Station Road/Ladder Hill

9.  TO CONSIDER THE RESOLUTION FROM CLLR LAMONT (referred from Parish Council meeting 12th May 2014)

to consider changing the use of the area known as “ the old Toilet  block” from its current state to create a delivery and additional parking area for the shops and customers and to seek OCC highways advice as to how this could best be achieved.

Following discussion it was agreed to approach OCC Highways and ask for their advice on what might be allowed on the land

10. TO CONSIDER ALTERATIONS TO THE BELL LANE /STATION ROAD JUNCTION

In response to a request from the clerk for a more specific plan on what was being suggested Mr Francis had replied that he “wasn’t prepared to spend too much time on this as there was not confirmation of funding”.

It was agreed that the clerk ask for the cost of preparing plans for the proposed scheme.

13. UPDATE ON MINUTES

i)        Minute 5(i) – Pedestrian Safety measures in Church Road – the clerk is still to contact Mark Francis at OCC Highways

ii)        Minute 5(ii) – Footway around the Roundhouse – a cheque for £7,000 had been sent to OCC Highways and a receipt received. No indication of when the work will be done.

iii)        Minute 6 – Change in Brookes’ entrance work had begun on the Park Hill roundabout and the new road into the school campus. The new road and coach park at the school was scheduled to be finished in the summer of 2014

14.  PEDESTRIAN CROSSING ON LADDER HILL BY THE CO-OP.

As a first step in the campaign to get a pedestrian crossing the Parish Council should request traffic monitoring (both speed and volume) on Ladder Hill. Cllr Purse would also request the same.

Two places were suggested; one opposite number 28 Ladder Hill and the other opposite ‘Windyridge’.

According to OCC’s own traffic monitoring figures in 2012 the average daily traffic along London Road, Wheatley was 10,000 vehicles

15. TO CONSIDER THE PROBLEM OF SPEEDING VEHICLES IN THE VILLAGE

.Further speed and volume monitoring to be requested along the High Street (east), opposite Barclays Bank and two points along London Road, one west of the junction with Church Road and another by the Aquatics centre.

Cllr Purse said she was meeting with the Area Steward and his replacement in the village next week.

PCSO Cooney was looking into the enforceability of the 20 mph limit in the High Street and if necessary getting the signage improved.

In an e-mail he had mentioned the possibility of getting the use of a ‘SDR’ that can be used by trained civilians. The clerk was asked to get more information and the paperwork. The Parish Council would have to agree a £5,000 indemnity to pay TVP should the SDR be damaged in any way.

16.  TO CONSIDER THE PROBLEM PARKING ON THE NORTH SIDE OF CHURCH ROAD, WEST OF THE RECREATION GROUND ENTRANCE.

The clerk read out a letter from a resident expressing concern that more cars were parking on the north side of Church between the entrance to the Church Road Recreation Area and Templars Close. Cars coming from the Sun where finding it hard to see oncoming traffic who were then obliged to mount the south side pavement in order to pass.

There was a debate on why there were more cars parking there recently. It was possibly because the SODC Car park now had time constrained parking. Cllr Bell had received the results of a parking survey done by SODC in 2011 before the new regulations were introduced. This survey was circulated to committee.

In the first instance the clerk to write to the residents of Templars Close whose

gardens back on to Church Road to cut back any overhanging foliage so that cars might be able to park closer to the wall

17.   OTHER ROAD SAFETY ISSUES

i) Light over the first build out going up Ladder Hill obscured by tree in 1 Howe Close’s garden. Clerk to write to the householder also requesting that the hedge be cut back as it is obstructing the pavement.

ii) Faded ‘Give –Way’ lines at the bottom of Station Road and at the London Road zebra crossings. Clerk to write to the Highways Department. This would probably come out of Cllr Purse’s budget.

i)        Minute 5(i) – Pedestrian Safety measures in Church Road

Outcome of meeting with Highways and Arriva – The Clerk would arrange a meeting with Mark Francis of OCC Highways to confirm where the extra yellow lines would be.

ii)        Minute 7 – Footway around the Roundhouse

The Clerk had spoken to Mr Stenning(OCC Highways Area Steward) and Mr Stenning confirmed that the County would be going ahead with the scheme. He would be asking for the Parish’s money shortly

6.  PROPOSED CHANGE OF THE ENTRANCE TO THE WHEATLEY CAMPUS OF

BROOKES UNIVERSITY

The new entrance to the Brookes campus would be started I August. The first phase would deal with the new junction and road in to the school providing a new car and coach park. The Park Hill junction would also be redesigned, providing two new zebra crossings. The committee expressed strong discontent that these crossings were not light controlled, and that there was no crossing proposed for the top of Holloway.

The committee also confirmed the need  to protect the green banking and verges near the new junction so that the greensward did not become an unofficial parking area for Brookes students etc. Some kind of deterrent would be necessary eg bollards.

7. PEDESTRIAN CROSSING ON LADDER HILL/STATION ROAD NEAR THE CO-OP.

Cllr Dalton proposed and Cllr Birks seconded that the committee recommend to full council that this project  be the top priority of the Parish’s traffic safety measures

This was AGREED unanimously

Other items for this part of the village include to request that the 20mph limit  be taken up to Howe Close; dropped kerbs at the end of Farm Close Road (a specific disability request); and for the white road markings at the bottom of Station Road to be re- painted.

The tree which is obscuring the street light over the first build out going up the Hill should be cut back.

8.  TO CONSIDER ITEMS OF BUSINESS FOR FUTURE MEETINGS

The bollards at the east end of High Street which have been demolished by vehicles should be reinstated  with sturdier metal/concrete ones. The current state of affairs is dangerous.

5.  UPDATE ON MINUTES

i)       Minute 12(ii) – Pedestrian Safety measures in Church Road

ii)       Outcome of meeting with Highways and Arriva –  Cllrs Reilly, Bell and the clerk had met with Mark Frances of OCC Highways and Mr Nigel Roughton of Arriva bus company. The only thing that the Highways could offer (with the Parish paying) was to remove two parking spaces on the south side to allow vehicles especially buses a larger space to pull in to allow oncoming traffic to pass.

The Chairman said she felt the original initiative for pedestrian safety had been lost sight off. It should also be remembered that this road was a National Cycle Route.

Following a lengthy discussion the committee felt unable to make a recommendation to the Council at this point in time.

iii)       Minute 12(ii) – Wheatley Primary School Travel Plan – outcome of meeting – no further information.

iv)       Minute 12(v) – Pedestrian access to Asda. Asda had significantly improved the access for pedestrians from the petrol station to the main entrance. This was seen as a success for the Parish Council and its lobbying of the Asda management

6.   PROPOSED CHANGE OF THE ENTRANCE TO THE WHEATLEY

CAMPUS OF BROOKES UNIVERSITY

The clerk had received up to date plans from the District Council and he would check that the safety measures the Parish Council expected were still in the plans

It was understood that work would start on the new entrance in the school summer holidays

7. TO CONSIDER A PEDESTRIAN FOOTWAY AROUND THE ROUNDHOUSE CORNER AT JUNCTION OF HOLLOWAY ROAD WITH CHURCH ROAD

The clerk had contacted OCC Highways to see if there was any likelihood of this scheme being reinstated in the new Financial year. He had been told it was one of three schemes on which the Area Steward was waiting for a decision.

8.  TO CONSIDER REQUESTING ‘NO ENTRY’ BE PUT ON THE BELL LANE ROAD SURFACE AT ITS ENTRANCE FROM THE HIGH STREET.

Following a discussion it was decided not to take further action at this point but to monitor the situation

9.  TO CONSIDER ITEMS OF BUSINESS FOR FUTURE MEETINGS

Infrastructure funding from SODC – following the previous Monday’s F&GP the Clerk had tried to further information about the process of applying for funding from SODC but had not been unable to contact the officer concerned. The committee agreed that a pedestrian crossing by the co-op should be part of the village’s application.

The co-op forecourt was looking rather sad and run down and was agreed the Parish Council should write and as for it to be tidied up

Cllr Lamont had submitted an e-mail about the fading of the road markings and the poor condition of the road surface of the pedestrian crossing by Anson Close. It was agreed to write to OCC Highways about this matter and also bring to their attention the poor condition of the lines across the road at the bottom of Station Road.
