Written comments from two neighbours were noted. No Strong Views on condition that the public right of way (footpath 407/3) is not obstructed during construction. It is recommended that all the Leylandii hedge is removed from that side of the path.
Cialis is really good but quite expensive. i) Naming of the new road created by the London Road development: after putting forward ‘Breame Oak Drive’ as the name for the new road, SODC responded that they require two road names for safety reasons (so emergency services can quickly locate a residence). After email discussion, it was decided that the two names should be ‘Breame Oak Drive’ and ‘Ochre Close’.
ii) Cllr Bell contacted Peter Brampton, Major Applications Officer at SODC to enquire about who would manage the wall surrounding the development. He replied that ‘he envisaged that the management company that will be set up by Taylor Wimpey will take on the management of all external areas of the site outside the private curtilages of the dwellings. This will include the existing boundary wall and the trees on the site, as well as the maintenance of the new planting/bund/fencing’. He has emailed Taylor Wimpey to confirm their understanding that the maintenance of this boundary wall will form part of the management company remit.

The members noted the comments on the SODC website from neighbours, in particular the comment regarding the extension potentially overlooking the bathroom window of one of neighbours. The members also had concerns about whether the parking arrangements will be adequate.

Reasons: Unneighbourly – disturbance to local residents after 10pm. (Several had reported their concerns to Councillor Carr). Also the members noted that the Co-op is breaching its current agreement with deliveries arriving early at 6.30am causing disturbance to the local residents. There is also concern about the route that delivery lorries are taking through the village.

88. NAME FOR THE NEW ROAD CREATED BY THE LONDON ROAD DEVELOPMENT
The full Parish Council meeting on 4th January 2016 delegated the road naming to the Planning Committee. A list of possible road names had been drawn up from suggestions from councillors. After initial discussion, the members decided that the new road should be a ‘Drive’ and that the name shouldn’t be connected to the Civil War as this was already well represented in the village.
After further discussion, names were narrowed down to:
• Breame Oak Drive – named after the oak tree in Holton Park which is mentioned in the Doomsday book
• Ochre Drive – in the past ochre was quarried in the village
The votes cast were equal between the two names. Cllr Bell, as Chairman, used his casting vote for Breame Oak Drive.

1 Kellys Road – Cllr Bell has made additional comments to SODC but has not had a response as yet.
The London Road development – Cllr Bell attended the SODC Planning Committee on 18th November. Taylor-Wimpey have asked SODC to consider a further change relating to the flats overlooking Fairfax Gate; they would like to set this part of the building down into the ground which would reduce the overall height. Both Cllr Bell & District Councillor Newman thought this was an acceptable amendment.

The applicant explained he had withdrawn his original application and sought advice from SODC regarding the size of the extension and the potential reduction in light to his neighbours at No.33. The neighbours are still concerned about the potential loss of light to their back bedroom windows and to the second velux window of their one storey extension. They will be submitting comments about this new application to SODC regarding their concerns. The members considered the new plans and noted the reduction in size. After discussion, it was felt that there weren’t enough grounds to recommend refusal. No Strong Views

P15/S1546/FUL 1 Coopers Close:
Cllr Newman reported that there has been clearance of the ground using excavators which the SODC Planning Officer had been unaware of. The Planning Officer was concerned that this may be classed as ‘Engineering Works’ which requires planning permission. There is also concern about the impact of the clearance on the insect food source for bats in the area. The Planning Officer will carry out a site visit.
Highways England Historical Railway Estate have contacted SODC Planning with concerns about access to the bridge and are investigating the matter further.
The application will be going to the SODC Planning Committee on 21st October. Cllr Bell will attend. (Notified next day that it has been withdrawn from SODC on 21st October).

The members noted the concerns expressed by the residents of 33 Crown Road, regarding their belief that there will be a reduction in natural light to the velux windows in their garden room, however, after discussion the members decided that there were not enough grounds to recommend refusal. Members were happy with the revised layout of the garden area and the corrected position of the internal fencing. They noted recent comments on the SODC website from two neighbours. They again however Recommend Refusal for the following reasons:
Taking into consideration the neighbours’ comments, the Committee feels that the height of the fence is out of keeping with the locality and there is not sufficient space for the proposed vegetation cover to grow properly outside the fence. The Committee believes that the fence was illegally erected by the developer and the matter should be taken up with the developer rather than the owners. The developers should be asked to reduce the height of the fence to 1.4 metres along the road frontage, which due to the slope of the ground internally will still give adequate privacy and security to the occupants.
The Committee noted that in the Land Registry Title the Highways Agency Historical Railways Estate has right of access for maintenance of the bridge.

The members have looked through the comments submitted to the SODC website and noted concerns raised with noise, drainage and that the two road entrances of the site are not connected to each other. Members were puzzled by an email sent from the applicant that the architect has not amended plans as required, as he has already sent them to Robert Cramp, Enforcement Officer at SODC. The plans appear to cover what the Parish Council have requested.
The committee also felt that it was important to get a response from the Highways Agency Historical Railways Estate who own the bridge adjoining the property to clarify their right of access, if any, for maintenance. SODC have previously written to them but so far there has not been a response. The Committee will be asking the SODC Enforcement Officer to contact them again.

The SODC Planning Officer has written to the British Rail Residuary Board to ask for their comments. Cllr Bell and Cllr Walkey to meet with Mr & Mrs Harris on Friday 10th July to gather further information.
